The Surrey in 2020 debate was one of the most extensive and wide ranging public and stakeholder engagement undertaken in the county. It adopted scenario planning techniques to pull together the views of individuals from all sections of the Surrey community.

During the Surrey in 2020 debate, people talked about their aspirations and concerns for the future of the county. In bringing together all of these views many important, commonly agreed issues emerged that fell naturally under the following 6 key themes:
