Surrey's approach to community planning

This is Surrey’s first countywide community strategy. It is based on extensive analysis of existing data and the results of a comprehensive consultation exercise, conducted over many months, using scenario planning techniques. It sets out a vision for the county and provides a common sense of direction to guide action for and with Surrey people. It also describes specific new partnership action that will be undertaken between 2004 and 2007 to address some of the issues identified in the Vision for Surrey.

Individual organisations and partnerships are already working hard to improve the quality of life for people living and working in Surrey. This document does NOT describe this work. The organisations that have endorsed Surrey in 2020 are listed on and you should look to their individual corporate strategies to see how they are responding. Importantly the vision aims to add value and context to existing partnerships by offering focus to underpin service improvements. It is a catalyst to stimulate innovation and step change in the way public services work together to improve the quality of life in Surrey. The Surrey Strategic Partnership is leading this action and is made up of elected members, chairmen and senior executives from the key public services, voluntary sector, business and community groups in Surrey. The role of the Surrey Strategic Partnership is to:

Provide leadership to identify and act on big issues that affect the county internally and externally; Identify and implement significant partnership action that will add value to the work of existing partnerships and organisations to improve quality of life through addressing economic, social and environmental well-being; and Explore opportunities for more effective and efficient co-ordination of services to improve the quality of life for people in Surrey and ensure that Surrey develops in the direction expressed in the vision. There are also 11 district or borough-wide strategic partnerships that have a focus on improving quality of life in their particular areas. The countywide partnership seeks to add value to the work of these by addressing issues that are better dealt with at a county level. The following pages explain the different themes that make up the Vision for Surrey and set out what the Surrey Strategic Partnership, and the organisations represented on it, will do in response.
